That sounds like a good idea, most of the problem spam has come from people that have never posted on here before. so I think there should be both a minimum post count at a minimum time frame, as with the post count there's nothing to stop them from sending out a number of spam posts and then sending the spam PMs before they get noticed and banned. Assuming the software will allow this level of control.
