21stcenturykid it's a good job you aren't a student at the College where I work as I have installed a network traffic shaper that lets HTML traffic have as much bandwidth as possible and at peak times it limits any ftp or file sharing downloads to old fashioned dialup speeds!!!

Not that any p2p programs work as the protocols are blocked and the same goes with mp3 web sites, 99% are blocked.

What a spoilsport I am!!!

lol

Here is my daytime (aka peak time) test. This is a more useful time to test as (as you say) this is when you'll be throttled if you're on a FUP list.

I am even slower using the London server, and I live 15 miles from the centre.

The thing that gets me here is my router shows me connected at 6000Kbps, though I can never top 3000Kbps in downloads..

anyone shed some light on this?

Depends what is being used to download afaik.
Using azureus, my download speed tops 220-230 kbps-ish with good torrents.
This isn't slow...apparently it's about right for a 2MBps connection and can't be improved upon with my connection (it's more a reflection of swarm speed than your raw internet speed).

"True" download speedcan be measured by downloading image files direct from the net or using the speedtest (it depends on where your ISP is from the test server, not your physical location)

If you're paying for a 6Mbps connection, but only getting 2.5Mbps (too much of a dip to be purely "high traffic") it looks like you're being throttled by cable&wireless.
Do they enforce a "fair usage policy"?
If so, e-mail support and ask to see if you're on it.
(do a few more tests to confirm that figure first though)

EDIT: Just upgraded to 4Mbps connection today (Virgin/Telewest)

Not bad for a peak time result imho

you're pretty stuffed really... On BT lines all ISP's will only guarentee 512Kbps irrespective of the bandwidth package you subscribe to. Hence their bumph stating "speeds up to...........". I have them doing line tests now. Covered the usual bollocks of "depends how far away from the exchange you are" etc.. as its only 200 yards away i doubt that would be considered by many as being along distance from my house...... We'll see what tomorrow brings...
