skyman can you post your PC's specs? (RAM Video card, Hard Drive size, Operating System)

try going into the options and having everything at the lowest setting in the video tab (including the advanced menu)

Check your video settings, CSS will put them to "recommended" settings, but they lie and put it to high. I've got mine on all the lowest it can go, except shadows! keep shadows maxed out...and my pc runs perfectly and you dont really see much difference with high settings.

CS isn't that intense of a game graphics wise, so it should be easy to run it on a mid-spec machine, I was running it on a 128 MB video card for a long time.
