Personally, i think it looks awesome. Much better than the current one which i agree can be plain at times and i think the Mii like avatars are a good thing.
how would you get the new dashboard when it's released will it be via a dowload, i presume thats the way it'll be. Really looking forward to getting a 360 especially after this E3 conference.

I agree, the sony dashboard is beginning to look rather dated
