You have to know what you can do in a certain position, and what you should NEVER do. Walking around in port in a sniper only match is just plainly stupid... especially when the best snipers are present.
When you move time it right (when the small tower sniper has just been killed or something) and do it SLOWLY so you have time to check all the spots over and over again until you reach destination

I don't think i do and i don't see you having replied back to what i said.
Anyway yes the tower will be an overpowered spot. However you cannot say that a sniper will stay in one spot and survive. Because you cannot cover in such a way that you can be sure not to be in another persons view while shooting. It's simply impossible (eg. if you try to snipe people walking outside like you said you would from that tower then you are leaving yourself open for snipers either from 3-layer building or from ground in the subs backentrance). The tower is the strongest spot to avoid getting killed by others this way and spawns are your biggest fear, but even there someone could snipe you from another spot while you're scoping. This becomes even more possible when you stay in your spot long enough because more people will know your exact position and if you get a lead they will all be interested in taking you out.
Port has plenty of cover for snipers as well by the way so unless the same instance of more snipers being against you at once i wouldn't say it is too much of a risk to walk outside in a few seconds in order to stay mobile*. But whatever. Different mind, different strategies. My point of sniping moving targets not really being present is only confirmed by your thoughs of strategy in this type of game anyway.
*: The entire 3-layer building upper floor, plus area below 3-layer building is also scopesafe zone so you can easily change your position in that area. Subs and the backentrance to subs and area outside backentrance is another quite scopesafe zone. Without seeing the scoper first anyway.
