It's fairly simple ...click the scales icon on the left of a users post ...either agree or disagree with their post . Agreeing/disagreeing will plus/minus their rep according to the givers rep power which is dependant on factors such as how much rep they have , posts they've made and time on the forum . I do advise that you reserve neg rep for the most grusome of crimes though

Ther is a reputation FAQ which explains things further ...use your best forum friend - the "advanced search"
