Region coding also affects the ability for computers to read certain types of compressed video files in different areas of the world.
Case in point, we here at my work in the U.S. have had difficulty reading files that come in a different frame rate. NTSC frames at 29.97 frames/sec. PAL comes in at less of a frame rate, I believe around 25 or 27 last I checked. The Final Cut Pro computers at work cannot interpret the data properly, even after decompression and deinterlacing when a file is FTPed. Frankly, this whole region thing is a nothing more than a royal pain for all forms of media, if you ask me.
