I think the reason alot of these people sign up is I think that some sections you can only see if you are a member. They sign up, look at what they need to look at, then those people always become the milestone members.
Not wishing to sound like an infamous war criminal but perhaps a culling is in order to save the sites resources (displaying my non-existant knowledge of site management here...)
