I understand this and it makes sense to me.. Im not so keen personally on the 3 frames system, but take your thoughts on board. Hopefully my project1events.com will be online soon and you can see the comparison (though this is also not done by frames).
I will consider frames for the next few websites which are being built presently (need to do another 12 over the next couple of months.)

With regards to the content, I would look at changing the font. Personally my fave is Comic Sans. It's a lot softer and will go with your header bar. Which, whilst I think on, is great, although you could trim down the top bit to allow more screen space.

Thats fair comment, and I agree maybe with the style of this event, it needs to be more fun. I will have a look and see how it feels with the content font changed.
As for the the big block thats fair comment too.

The site doesn't really state where the event is being held, and I would also suggest making your email addy in the Sign Up page attatched, it isn't at the moment, or rather it isn't working. This is also the case on the Contact Us page.

I am going to add a map to the site soon. Its one of those things that we needed the website on the server before we could add the map. The email addresses are innactive because were having some technical difficulties, but I am probrabally going to put a form in place now, as this is easier and again we couldnt do it until it was up on the server.

Erm, basically I phoned up Highland Springs marketing department, and explained the full details for a different event that my new company is running in March 09. They then looked over the ideas, and documents we sent to them and then got back in contact the other day to say they would like to be the official sponsor.
Basically we are getting around £3500 worth of bottled water for a Half Marathon event.
