Overall accuracy means NOTHING. Abolutely nothing.
Accuracy with individual weapons... Meh. It all depends on how you use them. In many cases someone with higher accuracy could be a worse player. Playstyles mean a lot. Sometimes I'll keep firing when someone is hiding behind something to keep them there till I can get closer and finish them off more easily. I did that to Lars a while ago actually >_> He was hiding behind one of the little crates in Monestary and I kept shooting with the STG44 (plenty of ammo) to keep him there. Not exactly tactical genius but it's effectively and I don't think many people do it.
Point being a more cautious player who worries about his accuracy will naturally have a higher accuracy than someone who does the aforementioned (for example) or shoots at dead bodies.
I don't think there really is a definitive way to tell who is better among players with high skill levels. 1 vs 1 doesn't prove much, at least in my opinion, because any competitive situation is going to have many people, in a team or not. Similarly in a packed DM luck with grenades and bazookas (spawn points too in my opinion) can determine the victor.
