The original Super Mario Kart on the SNES
did have Rubber Band A.I., but it was very very subtle. Basically I remember if I were knocked off or meandering in last.....chances are that's where I would stay (last quarter of the field).
It was there, but it was comparatively unobtrusive.
MK64, meanwhile, was where Rubber Banding
really became ridiculously obvious and stupid......
........so much so that I'm left wondering whether some of the dev's were simply given a completely different brief of the game and decided to try and make it "different" (but instead ended up making it more frustrating).
It's a pity it's survived to today (when most other game dev's are back towards more unobtrusive A.I.
